The preparations for the congress began in 2002, and when it was concluded that the preparatory work was not enough, the congress was carried out in 2004. A total of 250 delegates from 61 provinces attended the congress.

The aims of the Women’s Congress were:

• To identify the unique needs of women who are education workers
• Developing solutions by identifying sexist policies and practices in the private and public spheres
• Including them into the union policies
• To serve the empowerment of women in the trade union and social field
   
        

The topics of discussion at the congress were:

• Capitalist globalization and women’s labour
•  Violence against women
• Sexism in education
• Positive action and empowerment policies
• The problems of women working in the education sector and their demands for collective bargaining agreements
